In principle, the total heating costs for fuel, electricity, maintenance, etc. are added up and then distributed depending on the size and consumption of the individual usage units.
Despite a supposedly established record of individual consumption, incorrect heating cost bills are regularly issued. The discrepancies can be caused by unsystematic or incomplete measurement of consumption or errors in the individual calculation steps. In addition, unsuitable settings of the heating system or increased heat losses within the distribution can lead to an unjustified additional burden on individual users.

However, when calculating heating costs, the mutual influence of the usage units on each other must always be taken into account. Warmer neighboring apartments always lead to the cooler apartment being heated. In addition, the heat requirements of exposed units tend to be higher than those of internal units with a smaller proportion of external wall area.
