In Germany, over half of the population lives in apartment buildings. Correct billing is therefore particularly important for a fair and user-dependent distribution of heating costs within the building. The basis of the billing is the Heating Cost Ordinance. In principle, the total heating costs for fuel, electricity, maintenance, etc. are added up and then distributed depending on the size and consumption of the individual usage units. 

Despite a supposedly established record of individual consumption, incorrect heating cost bills are regularly issued. The discrepancies can be caused by unsystematic or incomplete measurement of consumption or errors in the individual calculation steps. In addition, unsuitable settings of the heating system or increased heat losses within the distribution can lead to an unjustified additional burden on individual users.
